Containing driving terms in various languages, the International Driving Permit eases communication with car rental companies and other authorities. IDP is the only official legal document sanctioned by the UN Convention on Road Traffic.

Where Can You Apply for an International Driving Permit?

Automobile Association of Singapore (AA) is the authorised organisation to issue International Driving Permit in Singapore. Following the Convention Road Traffic of 19 September 1949, this international driving licence issued by AA Singapore is valid for 1-year from the date of issue.

How Much Does an International Driving Permit Application Costs in Singapore?

At AA Singapore, we ensure that the cost of applying for an international driving licence remains minimal.  You can get an international driving licence at just $20 and get it on the spot when you walk-in to apply for it. Furthermore, the IDP is recognised by the list of countries found in the booklet and valid within 1-year from the date of issue. What is Carnet de Passages en Douane?

The Carnet De Passages En Douane (CPD) is the international customs document which covers the temporary admission of vehicles and is usually valid for one year. It is still required today in numerous countries around the world for the temporary admission of private automobiles, commercial vehicles or other categories of motor vehicles, including Singapore.

The Carnet de Passages en Douane provides the assurance that the vehicle it accompanies is covered by an internationally valid guarantee. The period of temporary importation is fixed by the laws or regulations of the country visited.

The Carnet de Passages en Douane system eliminates the need for cash deposit and reimbursement formalities as well as national temporary importation documents. It also helps to ensure that travellers and their vehicles can cross national borders with greater ease, fewer formalities, and without on-the-spot payment of additional fees or guarantees.

FAQs About IDP

  • Singaporean applicants looking to apply for an International Driving Permit. They must present BOTH valid Singapore Driving Licence and Residency pass.
  • Foreigners must present BOTH valid Singapore Driving Licence and Employment Pass / FIN card with at least 6 months’ validity. If you possess a foreign driving licence, please click here to learn more on how to convert it to Singapore Driving Licence.
  • The International Driving Permit cannot be issued to holders of foreign driving licences in Singapore. Holders of foreign driving licences can only apply for an International Driving Permit in the country where their driving licences were issued.
  • The International Driving Permit must contain a photograph of the applicant. Online applicants can submit a passport-sized photo in JPG format; walk-in applicants will have their photos taken on-site at no additional charges. If you are applying on behalf of an applicant, a hardcopy photograph of the applicant is required.
  • Should your Singapore Driving Licence be defaced, or if the residency status in your Singapore Driving Licence is different from your NRIC, please contact Singapore Traffic Police for a replacement before applying for an International Driving Permit at AA Singapore. You can still apply for an International Driving Permit with the acknowledgement slip from Traffic Police. If you are required to go overseas before receiving your Singapore Driving Licence, please obtain an extract from Traffic Police. An extract fee is applicable.

This driving permit is valid in the territory of all the Contracting States of Convention on Road Traffic of 19 September 1949. Click here for a list of countries in which the driving permit is recognised. Please note that China, Cambodia, Myanmar and Vietnam do not recognise this international driving licence.  An IDP applicant who intends to drive in Sri Lanka, needs to visit the AA Ceylon or Department of Motor Transport, with a valid Singapore driving license and IDP, to obtain a temporary driving license in order to drive there. A minimal fee is payable for the temporary driving license.

IDP is meant for social visit purpose. Some countries, e.g Taiwan and certain States in United States allow drivers to use foreign driving licence holder to drive up to 30 days only and require applying for a permit to be eligible to drive there. Please check with the respective Motoring Transport on the eligibility to drive when you are driving for more than 4 weeks.

Your International Driving Permit is useful in the following situations:

  • Car rental
  • Traffic violations
  • Traffic accidents
  • Motor insurance claims
  • Verifying driver with photo identification

  • The permit is valid for one (1) year from the date of issue and is NOT RENEWABLE.
  • Applicant’s valid Singapore driving licence must accompany the permit at all times when driving overseas.
  • The International Driving Permit issued is NOT VALID for use in Singapore or the permit holder’s home country to which the holder is transferring his/her residency.
  • The permit is VOID when the holder gives up his/her Singapore Citizenship or Singapore Permanent Residency or does not have a valid Singapore Employment Pass / FIN card.
  • A signature of an International Driving Permit holder is required on the line directly beneath the photograph.

Reminder: If you are going to a country for any reason other than leisure and intend to stay for a period longer than 1 month, please contact the respective Embassy or Consulate Office of the country of destination to obtain more information on driving licence requirements.

Note:

Please note that some countries do not recognise IDP. Other countries may require the driver to apply for a temporary driving licence in addition to IDP. IDP applicant is to check with the respective car rental company on the requirement to drive in the respective countries before application.

Due to the high demand for the International Driving Permit, please note that the processing and courier delivery time is revised to 10 working days.

The processing time for an International Driving Permit and delivery via local courier^^ is about 10 working days (exclude submission day). An additional $5.50 will be added to your cart prior to checkout for the courier fee.

Please have the following documents ready before applying for your international driving licence online:

  • A copy of your physical Singapore driving licence (front and back).
  • A copy of your physical NRIC (front and back) for Singaporeans / Permanent Residents.
  • A copy of your employment pass/FIN Card (front and back) for foreigners.
  • A clear coloured passport-sized photograph of the IDP applicant in plain, light background
    • Taken within the last 2 years
    • Sharp and clear image resolution
    • Full face is visible
    • Photographs with watermarks will be rejected (Do not submit the photo image on your passport, NRIC or Driving Licence card as there is a watermark on it)
    • Note: Your application will be delayed if the photograph does not meet our requirements.

Should you need to submit Singpass Digital Driving Licence, we will follow the name as per NRIC. Please note that you are still required to bring along your physical driving licence to use together with the International Driving Permit when you are driving overseas.

Should you need to submit Singpass NRIC, please ensure screenshots has your name, address and place of birth to avoid delay.

*Unless otherwise specified, the delivery will be made to your address as per your NRIC. To change the delivery address, please indicate it within the application form. Kindly note that we will not use the address stated in your Paypal account.

  • The applicant’s picture will be taken on-site at no additional charges.
  • If you are applying on behalf of the applicant, a hardcopy of the applicant’s passport-sized photo, a copy of the applicant’s Singapore Driving Licence and NRIC/FIN card are required.
  • Your permit can be collected on-the-spot within 1 hour. It would require 2 hours during the peak period.

FAQs About CPD

  • AA Singapore, as part of the FIA customs documents network, is authorised to issue and guarantee Carnet De Passages En Douane as a guaranteeing association. The FIA is an international non-governmental organisation comprising 143 member associations in 102 countries around the world.
  • As the guaranteeing association, Singapore fulfils the role of guaranteeing the Carnet De Passages En Douane. AA will endorse the Carnet De Passages En Douane when the holder produces the document at our office upon the arrival and departure of the vehicle.
  • AA must undertake to pay to its customs authorities the import duties and taxes levied by those authorities due to the non re-exportation of a vehicle temporarily imported under the cover of the Carnet de Passages en Douane.

Certain countries may accept the Carnet de Passages en Douane even though they fall outside the AIT/FIA customs documents network.
Countries may appear in this list but not on the Carnet de Passages en Douane cover, notably those in which there is no AIT/FIA guarantor association.
In certain countries of Africa, Asia, the Middle East and Central & South America, the Carnet de Passages en Douane is not officially required, but is sometimes used to facilitate temporary importation.
Europe: Carnet de Passages en Douane is not required for private or commercial vehicles.
Belgium, Denmark, Finland, Greece: Carnet de Passages en Douane used only for special categories of vehicles like racing cars, ambulances, etc.
Turkey: Carnet de Passages en Douane is useful for buses, radio/TV vehicles, and breakdown vehicles. The CPD is accepted but a local document may be purchased at the border in place of a Carnet.
Precise information is unavailable to AIT/FIA Customs Department with respect to temporary importation requirements in Benin, Cameroon, Central African Republic, Chad, Congo, Ivory Coast, Gabon, Ghana, Guinea-Bissau, Niger, Burma (Myanmar), China, Iraq, Surinam.
Advance permission is required for Gambia, Guinea, Afghanistan, Bhutan, Cambodia, Hong Kong, Mongolia, Oman, Indonesia.

A written undertaking is required for Algeria, Malawi, Nigeria (Form 45 issued free), Togo (bank guarantee + advance permission if arriving by sea), Philippines, Costa Rica, Ecuador, Dominican, Republic, Haiti, Nicaragua, Panama.

Deposit of duty is requested in Burkina Faso, Djibouti, Ethiopia, Liberia, Madagascar, Mali,Seychelles, Sudan (bank guarantee + advance permission), Uganda, Azerbaijan, Kazakhstan, Thailand, Brazil, Guyana, Cuba, El Salvador.

Permit issued on entry in Zambia, Zimbabwe.

Eligibility of AIT Carnet de Passages en Douane Applicant

  • The vehicle must only be used for touring purposes while visiting a foreign country (i.e. temporary importation to another country).
  • The vehicle must be a Singapore-registered private passenger car or motorcycle.
  • Before the expiry date of the Carnet, the vehicle must be re-exported to Singapore.

Application Procedures

To apply for an AIT Carnet de Passages en Douane, you need to produce:

  • Carnet application form
  • Copy of passport owner
  • Copy of Singapore driving license
  • Vehicle registration details
  • Valid insurance covering the entire period
  • Valid road tax covering the entire period
  • Cash deposit or Banker’s Guarantee from any local bank
  • Bill of Lading (if shipping vehicle out of Singapore)
  • An administration fee of $324 inclusive of GST. (AA Members enjoy 15% discount)
  • Photograph of the vehicle

The Carnet de Passages en Douane takes 21 working days to be processed. Failure to submit all relevant documents will result in a longer processing time.

The AIT Carnet de Passages en Douane is valid for one year from date of issue or expiry date of vehicle insurance and road tax, whichever is earlier.

  • Third-party insurance coverage for Malaysia and within 50 miles of the border between Thailand and Malaysia can be obtained from AA. For other countries, insurance coverage is obtainable from the insurance houses in the respective countries.
  • If you wish to extend the Carnet de Passages en Douane, you may request through the guaranteeing association in the country you are visiting. The guaranteeing association will transmit this request to its customs authorities and complete the necessary procedures. AA Singapore may authorise the extension of validity for not more than 3 months.

If a Carnet de Passages en Douane is lost or stolen abroad while the vehicle is abroad, a replacement one with the same validity date may may be delivered by AA Singapore. The validity date of a replacement CPD must be the same as that of the original CPD. A replacement fee of $321.00,inclusive of GST. (AA Members enjoy 15% discount).

Guaranteeing Procedures (Endorsement of foreign Carnet de Passages en Douane coming into Singapore)

  • The Carnet de Passages en Douane holder is required to visit AA Singapore Head Office (Kung Chong) for endorsement at least 1 working day before the arrival of the vehicle and on the day of the departure of his/her vehicle. Please note that endorsement can only be done on Monday to Friday, 9am – 5pm.

For a foreign vehicle (excluding Malaysia and Thailand registered vehicle) to be driven in Singapore, an International Circulation Permit (ICP) is needed.

Please note that endorsement of carnet is only available on Monday to Friday, 9am to 5pm at AA Singapore (2 Kung Chong Road).

An ICP is:

  • Issued on the spot
  • Valid for a maximum of 90 days from the date of issue
  • Invalid once the vehicle leaves Singapore and you are required to apply for an ICP prior to your vehicle’s return to Singapore.

To apply for an ICP, you will need to produce:

  • A valid AIT Carnet De Passages En Douane
  • Vehicle registration card
  • An image of the vehicle
  • Bill of Lading (Ship) / Airway Bill (Air)
  • Passport of Carnet de Passages en Douane holder
  • Driving licence of Carnet de Passages en Douane holder
  • International Driving Permit and
  • Valid local third party insurance coverage.

Applicants will bear the cost of $54 (inclusive of 8% GST) for the administration fee.

Important note:

  • It is a requirement to have insurance coverage from our local insurer. Insurance from companies outside of Singapore will not be accepted.
  • The third-party insurance coverage for Singapore can be obtained from AA Singapore.

  • The CPD has to be endorsed by the Singapore Customs at BOTH Customs Entry and Exit Points in Singapore. Failure to do either would constitute an offence and the CPD holder would be liable for a fine imposed for the non-compliance under Customs Act Cap 70 Section 27(1).
  • Endorsement of CPD is available only from Monday to Friday.
  • Driving without the ICP in Singapore is considered a serious traffic violation and offenders may be heavily fined by the Land Transport Authority (traffic authorities).
  • The CPD holder must leave Singapore before the expiry date of the ICP, i.e. at the latest within 90 days from the date of importation, or up to the expiry of the vehicle’s insurance, whichever is earlier.
  • CPD holders will only be allowed to re-enter Singapore using the same CPD if the dates fall within 90 days.
  • If you do not intend to drive your vehicle, but will be towing it instead, please visit the Singapore Customs to apply for a Temporary Import Permit (TIP).

1. I will be driving a camper van from Malaysia into Singapore. What do I need to submit in order to be able to drive in Singapore?
A. Camper, Motorhome or Caravan trailers are not allowed to be driven into Singapore. Other vehicles that are not allowed include armoured vehicles, minibus with cooking facilities.

2. What are the options available if I need to ship the (restricted) vehicles out of the country?
A. The restricted vehicle must be towed from the Causeway to the port. You may arrange for your own towing services or engage AA Singapore to provide the towing services with a charge. For information on the towing charges, please email the following details to [email protected]:

  • Name of the shipping agent and contact number:
  • The expected arrival date of the vehicle
  • Make and model of the vehicle
  • The capacity of the vehicle
  • A photograph of the vehicle
  • Arrival site and destination

3. It is only a short distance from the Checkpoint to the Port. Can an exception be made?
A. This is a regulation made by the Land Transport Authority (LTA) in Singapore. Such vehicles are not allowed to be driven on Singapore road due to safety and security reasons.

4. I am going to drive a foreign saloon vehicle in Singapore. What do I need to do?
A. For a vehicle that is coming into Singapore by land
If you intend to drive your vehicle from via Woodlands or Tuas checkpoints into Singapore, you will need to have local insurance covering the touring period and purchase the International Circulation Permit (ICP). A fee of $53.50 (inclusive of 7% GST) is chargeable for the ICP.

Before your vehicle arrives in Singapore, please email to [email protected]  at least three working days in advance to arrange an appointment on purchase of insurance and inwards endorsement of your Carnet at 2 Kung Chong Road.

Please complete this ICP Application Form together with the following documents:

  • A copy of AIT Carnet de Passage en Douane document
  • A copy of Passport of the AIT Carnet de Passage en Douane holder
  • A copy of driving licence
  • A copy of the International driving permit
  • A copy of Vehicle Registration card (if it is in a language other than English, an English translation is required)
  • Insurance Certificate if you have bought the motor insurance bought from a Singapore-based insurance company covering your vehicle’s stay in Singapore.
  • Photograph of the vehicle (front and side view)

You are required to bring the following actual documents when you visit AA Singapore for your application of ICP and endorsement on the day of the appointment.

Please note that the endorsement of carnet is only available on Monday to Friday, 9 am to 5 pm at AA Singapore (2 Kung Chong Road).

*With effect from Monday, 23 September 2019, AA Corporate Office will be relocated to the new AA Centre at 2 Kung Chong Road, Singapore 159140. The endorsement of carnet at GB Point will be on Friday, 20 September 2019 (12 noon).

Thereafter, you can purchase an Autopass card at the Vehicle Entry Permit (VEP) / Toll office at Woodlands or Tuas checkpoint upon your entry. Alternatively, you can visit the Land Transport Authority, Customer Service Centre, 10 Sin Ming Drive Singapore 575701, open 8 am to 4.30 pm (Monday – Friday), 8 am to 12 noon (Saturday).

You are required to produce the following documents:

  • ICP
  • Vehicle Registration Certificate (if it is in a language other than English, an English translation is required)
  • Insurance Certificate (motor insurance bought from a Singapore-based insurance company covering your vehicle’s stay in Singapore. Motorists departing from and re-entering West Malaysia by land will also have to purchase insurance covering the period of stay in Malaysia).

Reminder: Singapore Customs advise vehicles with carnets to show the carnet at the checkpoint so that the Singapore Customs can endorse on the importation counterfoil of your carnet. It is an offence that there is no endorsement on the carnet.

Note that each ICP is only valid for a temporary stay in Singapore. When you bring your vehicle out of Singapore, the ICP will no longer be valid. ICP is for per entry use only. You will need to apply for a new ICP for your next trip.

For a vehicle that is coming into Singapore by Air/Sea
If your vehicle comes into Singapore either by air or sea, you are required to bring the following documents when you visit AA Singapore for your application of ICP and endorsement upon the arrival of your vehicle to Singapore’s shore. A fee of $53.50 (inclusive of 7% GST) is chargeable for the ICP.

  • Passport of the AIT Carnet de Passage en Douane holder
  • A copy of driving licence
  • International driving permit
  • Vehicle Registration card (if it is in a language other than English, an English translation is required)
  • Bill of lading – Shipping agent in Singapore
  • Insurance Certificate (motor insurance bought from a Singapore-based insurance company covering your vehicle’s stay in Singapore.)
  • Photograph of the vehicle (front and side view)

After you have obtained the ICP, you will need to visit LTA with the following documents for the purchase of an Autopass card before driving your vehicle out of the port:

  • Customs Inward Permit
  • Bill of lading

5. What is the maximum term to apply for ICP?
A. As carnet allows the vehicle to stay up to a period of 90 days in Singapore, the maximum period for ICP term is 90 days (subject to the validity of carnet and insurance). However, for a vehicle that stays more than 14 days in Singapore, you are required to apply for an extension before the 14 days at LTA.

6. Must I come in person for endorsement of Carnet?
A. You can authorise your agent in Singapore to process the documents for you. However, you need to ensure that the application for the ICP is duly completed, accurate and signed if the vehicle will be driven on Singapore road.

7. What should I do when I am leaving the country?
A. For a vehicle that is leaving Singapore by Land
You must visit AA Singapore with your original Carnet de Passages en Douane within three (3) working days prior to your departure date to get the exportation endorsement.

You are recommended to go out via the cargo lane at the checkpoint so that the Singapore Customs can endorse the importation counterfoil of your carnet. You must ensure that the Singapore Customs endorse on the counterfoil and they retain the outward declaration vouchers. It is an offence that there is no endorsement on the carnet.

For a vehicle that is leaving Singapore by Air/Sea

Your shipping agent must provide AA Singapore with the bill of lading after the vessel departs from Singapore port.
You must ensure that the Singapore Customs endorse on the counterfoil and they retain the outward declaration vouchers.

8. Can I have both endorsements (inwards/outwards) done at the same time?
A. If the outwards exportation of the vehicle is within 5 working days from the date of importation, both endorsements can be done at the same time.

9. What would happen if my agent did not give the carnet to the Singapore Customs for endorsement on the counterfoil while handling my vehicle outwards shipment?
A. Singapore Customs will notify AA Singapore who will, in turn, inform your carnet issuer (which is your local Automobile Club). Your club will inform you to produce the evidence on the exportation of your vehicle. 10. What is the difference between the ATA and AIT Carnet?
A. AIT Carnet is for vehicles that will be imported from overseas temporarily for touring purpose.
ATA Carnet covers commercial samples, professional equipment, and goods for the presentation of use at trade fairs, shows and exhibitions.

11. I have an ATA Carnet instead of the FIA/AIT Carnet. What should I do?

12. I will be driving a left-hand drive vehicle into Singapore. Is there any other special requirement or approval require?
A. Vehicles with left-hand drive are required to display prominently at the rear right side of the vehicle (at least 1 meter high). The displayed label must show the words “LEFT-HAND-DRIVE”.

The left-hand drive label must meet the following requirements:
Colour scheme : Red letters and figures on white background
Material : Retro-reflective surface
Size of the letters and figures : at least 75mm high
The sign can be purchased / made in most signage craft shops.

13. Is it a must to purchase the insurance from AA Singapore? Can I source for my own insurance?
A. You may purchase your own insurance from other sources other than AA Singapore. However, you must ensure that all documents are ready upon the importation of the vehicles and before the vehicle is driven on Singapore roads.
